The budget this year may turn out to be a non-event considering that the industry’s concern is more about whether the government will now start to phase out the stimulus package and allow room for natural growth, even as the stock market has already discounted most of such anticipations

An initial dig into the subject itself tells us that despite bringing the econo-my back on track and corporate profit-ability improving, the government has little room to breathe and already has a huge task cut out for it. While the first budget of the new government in July 2009 was more about bringing growth back on track, the current budget is more about ushering in a balance in the disciplines of both growth and fis-cal. The budget estimates indicate that fiscal deficit could be around 6.8 per cent, the highest seen in the last 15 years. Therefore it is open knowledge that the government would have to deal with this first once growth returns. But what aggravates the scenario fur-ther is that even if the government sets an aggressive target of containing the fiscal deficit, how is it going to achieve the same?
 

इस साल का बजट शायद बहुत घटनाओं भरा न हो क्योंकि इंडस्ट्री को इस बात की चिंता कहीं अधिक है कि क्या सरकार अब स्टीमुलस पैकेज वापस लेना शुरू करेगी और इंडस्ट्री को उसके प्राकृतिक ग्रोथ के लिए छोड़ देगी. यहां तक कि स्टॉक मार्केट ने भी ऐसी बहुत सारी संभावनाओं को डिस्काउंट कर लिया है. बजट के बाद की रणनीति क्या हो.

पिछले सप्ताह एक दिन मैं ऑफिस से निकलने के बाद पास के टी स्टॉल पर गरमागरम चाय की चुस्कियां ले रहा था कि तभी दो लोगों की आवाजें कान में पड़ीं. वे स्टॉक मार्केट की बातें कर रहे थे सो मेरे कान खड़े होने स्वाभाविक ही थे. एक व्यक्ति दूसरे से यह कह रहा था कि यह समय मार्केट में निवेश करने के लिए बहुत अच्छा है क्योंकि बजट जल्दी ही संसद में पेश किया जाने वाला है. ङ्ग मैं तो सिर्फ बजट के लिए रुका हूं, एक बार सेक्टर और स्टॉक पता चले तो इन्वेस्ट कर दूंगा. ये बजट ही इस कमजोर मार्केट को अब ऊपर लाएगा.ङ्घवे आपस में बातें कर ही रहे थे कि मुझे एक चीज समझ में आ गई कि यह अकेला व्यक्ति नहीं है जो इस तरह की सोच रखता है. जिस तरह की अस्थिरता मार्केट में चल रही है उसमे इस व्यक्ति की तरह से बहुत लोग होंगे जो बस इस आशा में कगार पर खड़े होंगे कि बजट मार्केट को एक नई दिशा प्रदान करेगा और बेहतर रिटर्न के लिए प्रवेश का अच्छा समय रहेगा. इसके अलावा एक भावना यह भी लोगों में घर कर गई है कि अब मार्केट के साथ कुछ भी गलत नहीं हो सकता क्योंकि 2010 की शुरूआत के हिसाब से यह पहले ही आठ प्रतिशत नीचे आ चुका है.
